The Polish Clusters Employers' Association

The Polish Clusters Employers' Association (PCEA)  brings together business cluster promoters from across Poland and is a solid platform for cooperation between clusters and their environment. Wherever there is a need for a nationwide action, it represents the interests of the clusters industry and acts as a serious partner for various levels of the government. 

The PCEA was established in 2012.

The Polish Clusters Employers' Association received the 2015 Bloomberg Business Premium title for promoting cooperation within the clusters and creating favorable conditions for development of Polish enterprises.


The main objectives of the PCEA are:

• creation of a favourable environment for cluster development in Poland,
•  promotion of the cluster concept as a tool for increasing the competitiveness of the Polish economy and contribution of SMEs,
• establishment of standards for the management and development of clusters;
support for potential and new entrepreneurs (advice, training, grants)
promotion of the dialogue and cooperation between clusters in Poland,
• cooperation and working with the state administration and stakeholders in development of  strategies and policies regarding the use of the public funds.


Below is a sample list of current activities of the Polish Clusters Employers' Association:

  • the lower chamber of the Polish Parliament, Sejm - meetings of the Commission for Innovation and New Technologies (including work on a system for selecting Key National Cluster and cluster management standards).
  • the Ministry of Infrastructure and Development - participation in the works of the Monitoring Committee of the Smart Growth Operational Programme for 2014-2020
  • the Polish - American Innovation Council (PARI) - participation in the works of the subcommittee for Regional Innovation Clusters as part of the PARI.
  • Conferences we organized:
  • IV Congress of the Polish Clusters in the Ministry of Economic Development (25 January 2017).
  • III Congress of the Polish Clusters in the Sejm (22 September 2015).
  • II Congress of the Polish Clusters in the Sejm (20 May 2014).
  • I Congress of the Polish Clusters in the Sejm (30 June 2013).
  • Co-organization of the expert panel within the Polish-American Innovation Council (PARI) - the panel was devoted to regional development based on clusters and innovation ecosystems. 
  • The conference "Eastern Poland - Today and Tomorrow" - participation in a panel on innovation (14-15 October 2015).
  • VII European Economic Congress – panel "Not Only Clusters. Cooperation or Competition?"
  • XXII edition of the Economic Forum in Torun - participation in the panel "Clusters - Modern Challenges."
