Cluster Strategy

Smart City Cluster is an alliance of private companies and institutions for the development of smart cities, meaning cities that are efficient, sustainable and comfortable to live in. This is achieved by means of cooperation among these entities through the creation of jobs and wealth by rising business competitivity.

Our Goals

  • Creation of sustainable, efficient and comfortable cities: Smart Cities

Andalucía Smart City develops smart cities, defined as such by their degree of environmental sustainability, efficient management of its resources and by the comfortability and quality of life of its citizens. Any urban area is considered a city regardless of its size.

  • Creating jobs and wealth within the city’s companies

The cluster allows for the creation of jobs and wealth within the cities themselves by means of accessing public funds devoted to these activities, improving business competitivity, promoting business opportunities between the participating companies and the creation of new markets, products and services.

  • Based on research and development

The cluster has among its goals to achieve better cities by means of research, development and innovation, as fields of knowledge that need to be shared among the different business sectors. 

  • Multi sector, integrated and in favor of cooperation

 Andalucía Smart City brings together entities from different sectors, such as energy, environment, infrastructure, ICT and urban mobility, with a will to integreate companies and entities that bring value to the smart city projects, by means of collaboration and cooperation among its members.

The Cluster is member of the World Cities Project-EU & Third Countries Cooperation on Urban and Regional Development (DG Regio). From January 2015 until June 2016, the World Cities Project has implemented several working meetings and study visits in China, India, Japan, Canada and Europe to exchange of information and good practices on regional and urban development policy issues. Cooperation was based on the identification of pilot regions and cities and the development of concrete actions, for implementation in the short-term, in areas including urban innovation (smart city) and green technologies (energy efficiency, low carbon development). Andalucia Smart City is linked with China and India and has been involved in study visits to these intervention areas and is working with the City of Shantou with the aim to analyse problems, identify solutions and design projects taking into account the experience of its member.


The Cluster is associated partner of the recently aproved TURBO_SUDOE Project. The aim of the project is the development, validation and demonstration of a model based on a TRansference BrOkers network for direct technological transfer between R & D centers and companies in the SUDOE territory.

The Cluster keeps participating on diiferent European calls. At the moment two proposals(EE-09-2016-2017; COMM/MAD/2016) are on evaluation on different steps.

- Support Programme for Innovative Business Groupings (Official Innovative Business Group-Ministry of Industry (Agrupación empresarial Innovadora, AEI)).  Support for strengthening of Andalucia Smart City as cluster and as "clusters", or groups of businesses forms part of the European strategy to promote the competitiveness of small and medium-sized enterprise and innovation companies. The IBC programme provides a number of lines of support for setting up and strengthening these types of clusters. The cluster in the framework of 2015-Call has got: Grants for financing the co-ordination, management and administrative structures of it and Grants for undertaking specific projects aimed at strengthening the innovative potential of the businesses in the cluster.
