The main activities that the District Competence Center conducts, through the project workshops "New Routes: Blue Economy", are the development of the district marketing, product marketing, the internationalization of markets; the promotion of a quality policy and certification through the Certification and Test Center; improving the energy efficiency of the supply chain; the development of human culture and fisheries resources, aquaculture, the fishing tourism and ict-tourism, through training and social labor policies; the development of research, innovation, technology transfer and ICT upgrading the infrastructures of the territory.

The Plan presented by the Production District concentrates on the fulfillment of the above mentioned two guidelines,following the path designed by the Observatory of the Fishery in the mediterranean .COSVAP has involved ISA/CNR (Institute for Food Sciences-Avellino),IZPS(Zoo-prophylactic Sperimental Institute of Sicily),IAMC/CNR-Capo Granitola Unit ,Scientific and Technological Parck of Sicily s.c.p.a,and The Departments of the Univrsity of Palermo.

New routes :"Blue Economy" is the project presented by COSVAP aiming to create a bond of cooperation between entreprises,Re-search centers and Public Authorities for a total growth of the production chain based on scientific research and technological innovation in order "to endorse the development , to strengthen prductive Districts and enterprises ,to realize common services by going beyond fact-finding and relational deficts within enterprises".

The District Competence Center is the operational arm of the Productive District Fisheries: it is a business incubator and at the same time providing one-stop services to member companies tools and cognitive elements to make innovative management and organizational choices, with the aim to rationalize the fishing efficiency of the supply chain, through application of the principles of the Blue Economy. The Center as a priority the coordination function and management of the Plan of Development Sector of the Sicilian Region in the fisheries sector, for the attainment of its objectives and the competitive development of companies through four organizational areas:
