The Projects on the Development of International Competition (UR-GE) last for 3 years and have been conducted by Izmir Chamber of Commerce in cooperation with Republic of Turkey Ministry of Trade since 2012. The UR-GE Projects are based on clustering principle and enhancement of foreign trade. The main purpose of these projects is to increase SMEs’ exports and to help SMEs which are keen to export start exporting. The UR-GE projects are very compact in nature and consist of three steps which are analysis of needs, training and consultancy services, and B2B organizations and buyers’ delegation organizations. All of these steps are correlated with one another in the aspect of coherence. The functions of analysis of needs are to determine the needs of SMEs, identify essential trainings and consultancy services for SMEs, and picture a road map for SMEs to follow by visiting them one by one to and having face-to-face meetings in their companies. The road map aims to define each SME cluster to follow an analytical path of growth in both microeconomic and macroeconomic terms. The core road map of exporting is supported with training and consultancy programmes in order to let SME’s have competitive substructure in the global trade arena. This analysis of needs report for all companies designed in macroeconomic scale and one specific report for each company that concentrates on individual needs indicate recommended trainings and consultancy services and targeted foreign markets, and the process of realization of the report continues for a duration of 3 years. So, trainings and consultancy services step begins to be delivered just after the release of the analysis of needs report. Trainings and consultancy services are the vital steps of these projects since they are designed to prepare SMEs exporting by providing them the crucial information and techniques on international exporting and marketing as well as technical training support in product development. In the final step of UR-GE projects, SMEs have a chance to realize B2B meetings with their counterparts in targeted foreign countries and to host buyers’ delegations to form business networks and to raise their exports. In other words, this final step is an opportunity for SMEs to meet the main purposes of the UR-GE projects to create concrete benefit and solid outcomes in development.

The project calls were open to all İzmir Chamber of Commerce member SME’s in the sector whom are willing to develop their businesses in international standards and start or enhance their exports.  As a result of the calls 24 member companies form the UR-GE Bridal, Groom and Gown Wear Cluster.

ACTIVITIES IN UR-GE BRIDAL, GROOM, AND GOWN WEAR CLUSTER

İzmir is the manufacturing center of Turkey in Bridal, Groom, and Gown Wear industry whereas the awareness of design and value added production is just yet developing. İzmir manufactures 70% of Turkey’s total bridal, groom, and gown wear. İzmir bridal, groom, and gown wear cluster companies are accumulated in Mimar Kemalettin area in the city center. 400 companies whom are active in the sector are registered to Mimar Kemalettin Fashion Association located in the midst of Mimar Kemalettin bazaar area. The allocation structure of the sector fits to the definition of a cluster in terms of accumulation in a specific district and the formation of a collective association body.

Most of these companies in the sector are consisting of manufacturers and wholesalers, and are in a transition stage to value added production, sales, marketing and branding from contract manufacturing. UR-GE Project aimed to develop value added production, international competitiveness, unique designing, improved production efficiency, and international  marketing to 24 project participant cluster member companies.

The training and consultancy needs and abroad marketing trips were assessed by communicating with our SMEs in the project with face-to-face meetings in cooperation with Mimar Kemalettin Fashion Association and considering the general and specific report of analysis of needs. A meeting on analysis of needs steps were held in Izmir Chamber of Commerce and there were discussions about the necessary trainings, consultancies, an abroad marketing trips. The road map of the UR-GE Project was identified in these discussions after taking common thoughts from each company. The success of the first project (2013-2016) were to improve the SME’s product development and to conduct value added production. Based on the success of the first project (2013-2016) 2nd project has started and being successfully executed for the duration of 2016-2019 with some new companies and some continuing from the 1st project.

During the International Buyers Delegation Organization, 12 project participant cluster member companies had the chance to meet with 71 foreign buyer companies from 25 countries.

In the interval of 2016-2019, the second project have started. The processes of needs analysis, and trainings were re-done in the same communicative procedures in cooperation with Mimar Kemalettin Fashion Association. Through October – December 2017 3 training courses were held. In this framework project participant cluster members benefited, Branding and Branding Management in SME’s Training Course, Techniques in Marketing and Client Selling Training Course, and Incentives and EU Grants Training Course.

During the International Buyers Organization in February 2016 one of our cluster member companies Patent Tekstil realized her first export to Kosovo. Before than the company had no exporting. Also, FDN Tekstil have exported to Brazil and Spain for the first time. Before than the company was exporting to other regions however she had the chance to enter into new markets as result of the buyers delegation organization and marketing consultancy service.

These are the specific examples of starting to export and entering into new markets however a wide scope of project member companies had the chance to increase their exports. As well as, there has been an increase in the exports of cluster member companies, the overall bridal wear exports of İzmir City is also in an increase trend compared to 2013 peaking in 2015. The trend is similar to the project records which clearly shows an improvement trend compared to 2012 and make a distinct rise in 2015. Eventhough the export numbers are below 2015 the improvements compared to 2012-2013 at the start and before UR-GE are still very evident.

Why should partners choose you for cooperation?:

In the scope of above mentioned targets since 2013, efforts and works are carried out in the fields of training, private consultancy, abroad marketing trips, and the organization of buyers delegations b2b meetings.

Our cluster member companies have the capacity to sell their products to higher segments when their manufacturing quality is evaluated. However, their weakness in reaching the international clients and improving unique designing have been identified in the beginning of the project. All the trainings and organizations were held considering improving the mentioned gaps and meeting the specified targets.

As a result, a significant increase in the exports of the cluster has been scaled. Also, it was significantly observed that the awareness of the companies about the vital relation between designs, value added production, marketing, sales and exporting have increased.
