Cluster Strategy
Mission/Objectives: 

The idea of OSSA Defense and Aviation Cluster was shaped right after the competitiveness analysis that was implemented within the Ostim Organized Industrial Zone. The results have pushed these small and medium-sized enterprises to act together and form the defense and aviation cluster which is almost inevitable in these sectors. OSSA was established on 1 July 2008 and involves companies in and around the Organized Industrial Zone. The main requirement to be a member of the cluster is to gain revenue from defense and aviation industries by producing goods and services to those industries or being a sub-supplier to key industry companies like Aselsan, TAI, Boeing, Sikorsky, etc.

 

Our goals as the Ostim Defense and Aviation Cluster are:

- To increase the share of domestic production in meeting the needs of our army,

- To make the defense industry SMEs competitive in national and international markets,

- Becoming preferred sub-suppliers by increasing collaborations and developing capabilities,

- Opening up to international markets with end products,

- To create regional competitive advantage through sectoral specialization,

- To transfer technology to SMEs through universities and academic studies

- To create a competitive advantage against foreign competitors by developing sub-suppliers.

 

With the cooperation and support of the Presidency of Defence Industries,Republic of Turkey Ministry of Trade, Ankara Chamber of Industry, Ankara Chamber of Trade, Ankara Development Agency, SASAD, OSTIM Organized Industrial Zone, KOSGEB, TTGV, TÜBİTAK, ODEM, OSTİM Teknopark, Metutech and Ostim Technical University, Atılım University, Gazi University, THK University and Technical High Schools; OSSA is conducting its activities efficiently with 246 qualified members and over 7000 employees in order to increase the share of domestic production and support the actions of the Turkish Defence Industry.

Success Story / Achievements: 
  • OSSA has carried out best practice activities for two years in the URGE projects with the Ministry of Economy and supported the SMEs in training, consulting and certification. During the project, SMEs installed ERP systems, received AS 9100 has aviation quality certificates and have reached the level of companies known internationally.
  • The OSSA Cluster, which was found to be successful by the European Cluster for perfectionism studies, was awarded a bronze medal in a ceremony held at the Ministry of Economy of the Republic of Turkey and also received the Bronze Certificate in 2014.
  • The Undersecretariat of Defense Industry, the clustering activities, and the successful implementation of the ICDDA event in Ankara in 2013 gave OSSA the Yearly Defense Industry Special Award 2014.
  • OSSA has signed a cooperation protocol with the Aerospace Valley cluster, which has been operating in aerospace, space and buried systems areas established in 2005 and has more than 850 members from both industry and academia, at the Paris Airshow.
  • OSSA, which is awarded by European Union upon completing the Training of Regional Competitiveness and Cluster Excellence, is one of the two clusters with this certificate in Turkey. OSSA has proven that it carries out cluster activities in European standards with cluster achievements.
