Cluster Strategy
Mission/Objectives: 

TeRN (Tecnologie per le Osservazioni della Terra e i Rischi Naturali) is a public/private consortium founded on the basis of a Framework Program Agreement between the Ministry of Education, University and Research (MIUR), the Ministry of Economy and Finance (MEF) and the Basilicata Region Authority with the aim of creating the regional technological cluster on Earth Observation for Natural risk prevention and mitigation. The main objective of the Cluster is to promote the development and integration of different Earth Observation technologies and methodologies (sensor synergy) from ground, aircraft and satellite to monitor and mitigate natural hazards, with particular focus on climatic, hydrogeological and seismic risks. These added value products, advanced methodologies and integrated technologies can be also easily used in other application fields such as security, monitoring and preservation of cultural heritage and monuments and natural resource management (water, agricultural, forest and environmental resources). The deployment of such integration chains is also strictly connected to the development of ICT technologies necessary for location-based services design and implementation (especially data interoperability, web sensors and web services, grid middleware).

Development and/or design of advanced Earth observation technologies; capability of managing all the satellite, airborne and ground-based observation technologies for Earth’s surface and atmosphere characterization; development/improvement of retrieval algorithms of physical parameters from remote sensing data; integration chains of multi-platform data with existing databases for added value products tailored to demand; developing ICT technologies for the deployment of location-based services, such as data interoperability, web sensors and web services, grid middleware for Real Time and Near-real Time applications.

Success Story / Achievements: 

Project FP7 ISTIMES "Integrated System for Transport Infrastructures Surveillance and Monitoring by Electromagnetic Sensing" The project FP7 ISTIMES "Integrated System for Transport Infrastructures Surveillance and Monitoring by Electromagnetic Sensing" was selected among the 34 best initiatives presented at the exhibition '100 EUrban Solutions', at the Committee of Regions, as part of the OPEN DAYS 2013 European Week 11th of Regions and Cities (7-10 October 2013). The exhibition '100 Urban solutions' presented good practices transferable in intelligent urban development, sustainable and inclusive. The ISTIMES project, coordinated by TeRN Consortium has designed, evaluated and developed a protipale system and ICT-based, using local and distributed sensors for monitoring electromagnetic non-destructive strategic transport infrastructure. The success of ISTIMES is also evidenced by the fact that the project has been reported as a "success story", "high-visibility project, and with a "substantial character of research and development" by the European Commission.
