Blueprint for Sectoral Cooperation on Skills

Following the 2019 Seminar: Blueprint in the Spotlight, organised by DG EMPL in close cooperation with DGs GROW, MARE, REGIO and RTD as well as the Education, Audiovisual and Culture Executive Agency (EACEA), where the nine on-going projects from 2017 and 2018 and the six new Blueprint projects selected in 2019 had the first opportunity to come around the same table, the Blueprint in the Spotlight report on the seminar was released. Blueprint projects are considered as a promising model for strong and agile partnerships of stakeholders, able to bridge between the needs of the labour market and education and training systems.  

The report summarizes presentations and discussions between stakeholders among and beyond the Blueprint Alliances on topics such as sectoral and regional skills strategies, the role of the European Qualifications Framework (EQF) and the European Skills/Competences, Qualifications and Occupations (ESCO) and how to sustain Blueprint project results, and outlines the challenges to be considered for the next seminar :

- luring in sectoral social partners and other sectoral stakeholders

- reaching out to EU cluster partnerships and to regions with smart specialisation strategies

- raising the attention of structural funds authorities to the achievements and synergies of the Blueprint Alliances
