CLUSTERS3 - Leveraging Cluster Policies for successful implementation of RIS3

Project background WHY?

Regional authorities across Europe are aware of the challenges regarding SMEs’ dimension and of the important contribution that can be expected from competent cluster organisations supported by a cluster policy.

CLUSTERS3 project engages seven regional and national authorities willing to learn and improve their relevant policies. The participation of TCI Network of competitiveness, clusters and innovation practitioners and experts as advisory partner reveals also the interest of this issue at a larger scale.

 

Project objective - WHAT?

CLUSTERS3 main objective is to improve the implementation of cluster policies and their coordination with other competitiveness related policies, in the framework of RIS3, boosting Growth and Job creation through the insertion of SMEs in Global Value Chains.

 

Project methodology - HOW?

CLUSTERS3 is carried out in two phases, designed to improve the performance of a regional policy instrument.

Phase 1 - Interregional Learning is based on the identification, analysis and exchange of knowledge and experiences in the concerned policies and leads to the production of an Action Plan detailing how the lessons learnt will be implemented in order to improve the target policy instrument.

Phase 2 - Implementation of the Action Plan focuses on the implementation and monitoring of its progress.

Project’s Key Topics (Thematic Box)

 

We have adopted a structured approach along the project’s Learning phase, addressing in each of the meetings different relevant topics agreed on by the project partners, such as: the Design and deployment of Cluster Policies; the Implementation of Cluster Policies through specific support instruments & programmes; the Development of Cluster Policy & its Alignment with RIS3; Monitoring & Evaluation of cluster performance & cluster programmes. Internationalisation of Cluster Organisations and Building Capacity and Competences on Cluster Policy and Cluster Organisation.  

 

 

So far, we have held six interregional learning seminars in the Basque Country, Piemonte, Lubelskie, Highlands & Islands (Scotland), Latvia and Northern Ireland. We have also released our first Policy Learning Document Regional SWOT Analysis and we have already conducted the Peer Review Exercises, that will be summarised in our next publication, the CLUSTERS3 Peer Reviews Report.
