ObjectivesFor the cluster managers four 1-day trainings will be organized in the fields of cluster strategy, internationalisation of clusters, skills & development and technology & innovation. Those four identified topics are the main fields of interest for the cluster managers in the aerospace sector. Each topic will be addressed in separate trainings. Subsequently, clusters will be visited in order to present their practices in the above mentioned fields. The trainings/visits will have the duration of 1.5 days. 
Through RUE AERO an improvement of the level of expertise of the cluster managers and the consortium is expected while the associated cluster partners are invited to join the trainings. By the end of the project the participants are expected to have gained insights on Cluster Strategy Development, Internationalisation, Skills Management as well as Technology and Innovation Management. After having self-assessed their clusters and improved through the trainings, each cluster organisation will be able to let their cluster management be certified. Subsequently, 5 project partners will be identified to achieve the next possible certification level. 
To simplify the cooperative work of sharing best practices, the partners shall be provided with practical tools containing a sustainable pool of ideas by collecting (successful) practices in cluster management allowing for cluster organizations to improve their internal management process and the way they offer services and, in parallel, comprehending the strengthening of a sustainable infrastructure that supports the partnership beyond the project time frame. 
The knowledge gained and documented in these steps will be accessible and made available to all members of the EACP (European Aerospace Cluster Partnership) in order to further disseminate the gathered knowledge through a set of tools for collaboration between clusters. The consortium intends to install a knowledge platform with a long term vision for future exchange within the EACP.
An overview of all project activities and partner deliveries and to align tasks and timing in a coordinated manner for a successful project implementation shall be given towards the end of the project. The benefits of partnering on the EU level shall be promoted and kept by raising awareness for the impact of shared values through international cooperation. The strategic partnership EACP lays the foundation for further cooperation on cluster member level in the future. Lastly, all EACP partners shall be involved at any time in order to ensure a holistic and sustainable development of the strategic partnership EACP. 


Sectoral/industrial focus: The sectoral focus lays in aerospace with the main focus being on civil aviation.


Executive Summary

RUE AERO (Reaching Up to Excellence in Aerospace Cluster Management) stems from one of the Expressions of Interest for a European Strategic Cluster Partnership in 2012 and seeks to bring about the means to give continuity to the ECCP call. The project will not only provide the means, but also the road-map and the drum-beat to improve the partners' quality of cluster management and to support at least 5 partners of the consortium achieving the next (higher) level of their corresponding label.
The project intends to support the further collaboration between the multiple aerospace clusters within Europe.
Therefore it will strengthen the inter-cluster collaboration within the European Aerospace Cluster Partnership (EACP). The partner organisations will also exchange information about their current menu of services to SMEs. The collection of practices will provide a pool of ideas to the project partners. This pool of ideas helps the partners to further their cluster management excellence by allowing them to pick the most transferable and best actions for individual (common if possible) implementation.
The project aims to foster excellence in regional cluster managements and to strengthen the European strategic partnership EACP as a whole. Exchanging content and management practices will lead to a better partnership infrastructure and activity level to the benefit of ALL partners.
 

Expected Results     

At least 5 project partners will be identified to achieve the next possible certification level. Among them will be 3 new Bronze Clusters and another 2 with an even higher certification.
The EACP intends to install a knowledge platform with a long term vision for future exchange. The knowledge platform will make use of existing tools made available by cross-sectoral cluster collaborative relations previously established (e.g. to the German leading edge cluster MAI Carbon) and that are already well-proven and allow intuitive (self-explanatory) and self-determined usage. In addition, the tool will allow integrating local/regional players and carrying the potential to connect to other industries, laying, therefore, the groundwork for future collaboration projects beyond the partnership.

Events organized by the project

Intercluster collaboration
Complementary to the (regional) cluster level approach (WP1), the consortium aims to strengthen the European partnership and improve excellence in inter-cluster collaboration by organising two training sessions dedicated to international cooperation between clusters with two major objectives:
- Developing inter-cluster collaborations among EACP alliance and
- Opening the EACP collaborations to external and new activities and actors
All in all there will be 4 trainings: 
Training on cluster internationalisation compendium - The training will consist of a one-day training event focused on the development of the “tool-kit” for internationalisation of cluster organisations followed by a half day kick-off event of the project
Training on cluster strategy development compendium – This training will address the further development of the EACP out of its classical scope. It will aim at linking partners of strategic relevance from a geographic and technological point of view.
Training on skills management compendium – This training addresses the problem that the aerospace industry faces an important challenge in the management of skills (e.g. difficulties in hiring very specific profiles, or managing the cyclical rhythm of aviation business are challenges that directly threaten the health of many SMEs)
Training technology & innovation management compendium: Companies and laboratories providing systems and innovations for aerospace sector have to stay competitive at global scale not to lose short-term or mid-term business. One of the priority ambitions of clusters is to support these actors to differentiate by improving their value proposition
According to the trainings 4 cluster visits will take place to exchange best practices and first-hand experiences.
