Density of population is one major vector to take into consideration when it comes to measures mitigating the spread of coronavirus.
This is why Eurostat has published a statistics on the density of population in NUTS3 regions. Paris leads the top with 21044 inhabitants/skm. Overall, 4 French regions made it to Top 10; the rest being 3 Greek regions around Athens, the Romanian capital city- Bucharest, Brussels and the Spanish autonomous city of Melilla on the North African Coast.
