I share with you this important communication from the European Commission: 

Guidance from the European Commission on using the public procurement framework in the emergency situation related to the COVID-19 crisis (2020/C 108 I/01)

It explains the different options public buyers have in this emergency situation and how the public buyers are empowered under the EU framework to engage with the market and in matchmaking activities.
