Clusters in the European Recovery Plans

Summary of the European Alliance Against Coronavirus Daily Webinar on 2 September 2020

In this daily webinar, the European Alliance Against Coronavirus welcomed Beata Lubos from the Polish Ministry of Economic Development, and Jordi Llinares from the Spanish Ministry of Industry, Commerce and Tourism to discuss current and future cluster policies for the European economic recovery.

As presented by Beata Lubos, there are two main components of cluster policy in Poland:

  • Policy focused on cluster development, whose primary task is to stimulate the development and activities of individual cluster organisations
  • Economic development policy based on clusters, where there is a shift away from financing clusters themselves in favour of "using" clusters in the implementation of innovation and development policies

The Polish stakeholders are especially working on creating synergy effects between national and regional policies to build bridges with regional authorities.

The Spanish government follows a bottom-up approach to meet the current strategic challenges, as explained by Jordi Llinares. They will promote the excellence of clusters and canalise funds for specific projects, e.g. for trade, industry 4.0, hydrogen, or circular economy. They will include clusters and stakeholders of the entire value chain to fulfil the projects.

In the following discussion, the group identified the need to inspire other Member States and regional authorities with these examples.
