- Given that Slovenski gradbeni grozd - GIZ (Acronym SGG, in English: Construction cluster of Slovenia) is partner of the project «Boosting the internationalisation for circularity in the building environment — ICBUILD’» co-funded by the EU COSME Programme under the Clusters Go International COS-CLUSINT-2020-3-01 Call – GA101035898, aimed at supporting the internationalization of complex circular solutions integrated in construction value chains in the third-countries markets of Canada, India, Mexico, United Arab Emirates, and Brazil, through the European Strategic Cluster Partnership for Internationalisation
- Given that the above project involves a Consortium of six European industrial clusters – project partners:
o SGG SLOVENSKI GRADBENI GROZD-GIZ, Slovenia
o ELCA European Lighting Cluster Alliance, Italy
o CCI „STAROPOLSKA”/CLUSTER INNOWATOR/ POLAND
o ARCHENERG Cluster, Hungary
o DUNDJER construction cluster, Serbia
o ECODOMUS District, Italy

- Given that the project activities include Work package 2 - MARKET INTELLIGENCE GATHERING & INTERNATIONALISATION UPSKILLING, Task 2.1 PLANNING THIRD MARKET ENTRY STRATEGY: In-depth strategic analysis on the target market sustainable building/green building/circular construction sector value-chains, market segments and applications, country economy situation in the sector, production, consumption international trade, import and export construction product, services and technologies, competitive system (main market players), construction processes and supply chains, main market determinants, public procurement and private investing market, final users behaviour/culture-specific market analysis reports of target countries (jointly selected for the internationalisation actions) - 3 market studies on target markets Brazil, India, and United Arab Emirates commissioned to external experts.

SGG, on behalf of the ICBUILD Consortium, launches a CALL FOR EXPERTS ON DESIGN AND ELABORATION OF A MARKET STUDY FOCUSED ON THE CIRCULAR BUILDING IN THE United Arab Emirates.

The market study shall be delivered to Slovenski gradbeni grozd - GIZ and Vladimir Gumilar as official representative of SGG], (hereinafter referred to as the Contracting authority) according to the rules and timing described below.

The study must be written in English and delivered in Microsoft Word document version and pdf format.
Mandatory information and documents are to be submitted following the templates provided by the Contracting authority. The offer document, stating:
1. Costs of the market study (all concepts included: design, research, editing...)
2. Approximate length of the study (at least, minimum 50 pages in Calibri 10 format)
3. Delivery date
4. Methodology applied
5. Short description (1-2 page) of the proposed content for each of the content categories (A1, B1-B6), addressing the list of contents
6. Possible additions to the attached mandatory table of contents
7. List of similar studies produced in the past. Submitting a short extract is a plus
8. Short CV of the expert team mobilized on the study and references

SELECTION CRITERIA
The following aspects will be taken into consideration:
 CV and references (40%)
 Methodology (20%)
 Proposed content for content categories (A1, B1-B6). addressing the list of contents (20%)
 Cost of the market study (20%)
Each criterion will receive a score from 1 to 5. The total score will be calculated as a weighted average based on the above percentage of incidence.

BUDGET AND TERMS OF PAYMENT
The maximum budget for the market study is 5.000 € without VAT. This budget cannot be surpassed.
The budget will be paid: 30% in advance and 70% on balance upon delivery of the final document.

OWNERSHIP
The ownership of the study delivered will be assigned to the Contracting authority Slovenski gradbeni grozd - GIZ for unlimited use and dissemination amongst ICBUILD consortium partners and their member - companies.
SUBMISSION OF OFFERS
The deadline for submitting your offer including all requested documents ends on: 20.9. 2022. Incomplete offers or those submitted after this date cannot be considered. By 30.9. 2022 bidders will be informed in a written form about the results of this Call for experts.
The deadline for the delivery of the Study market to the Contracting Authority is: 30.11.2022.
