ASEAN

ASEAN is an economic and political association, counting ten Southeastern Asian countries, formed in 1967. The region has become the EU’s 3rd largest trading partner and the latter remains reversely ASEAN’s first investor. Cluster development is considered as a priority by the ASEAN Economic Community (AEC). Some member countries such as Thailand, Malaysia, Singapore (click here to see the country page) or Vietnam  have also initiated cluster policies. Several initiatives to enhance EU-ASEAN cluster collaboration have been implemented recently, such as the EU-ASEAN cluster matchmaking event in Milan, 2015 and a large number of EU support services for clusters are implanted in the ASEAN region.

Economic and political context and framework

The ASEAN region is the EU's 3rd largest trading partner (after the US and China) and the EU constitutes in return its 2nd partner and its largest investor.

The ASEAN Economic Community (AEC) is one of the three pillars of the ASEAN Community established with the Cebu Declaration in 2007. The establishment of the ASEAN Economic Community in 2015 was a major milestone in the regional economic integration agenda in ASEAN, offering opportunities in the form of a huge market of approx. US $2.2 trillion and over 625 million people.

The ASEAN region was identified as a priority for cooperation in the 2006 Global Europe Communication and the EU has been actively engaged with the region: EU has supported the ASEAN in its achievement of regional integration on political, stability as well as trade issues. However, negotiations for a bilateral Free Trade Agreement are undertaken per country and are still pending

Some countries in ASEAN are very well ranked by the Global Competitiveness Report, notably Singapore (ranked 2nd in the world) and Malaysia (in the top 20) whereas some other countries lag behind. The same variations are perceived regarding the political stability of each ASEAN country with some considered as very stable (eg. Singapore), and other countries far behind.Read less.

Cluster community in the country

The ASEAN region has a diverse and emerging cluster landscape. A good number of countries within the ASEAN have integrated cluster activities enhanced by nascent policies. Some examples are:

- In Thailand, 6 “super clusters” (in Automotive and parts, Electrical appliances, Electronics and Telecommunication equipment, Petrochemical, eco-friendly chemical products, Digital, Food Innopolis and Medical Hub) and other industrial clusters have been identified. Several countries have also initiated cluster development policies at national levels:

There is a plan aimed at the development of industrial clusters and value chains for products in 5 sectors (electronics and information technology, textiles; food processing; agricultural machinery; and tourism and related services in Vietnam, managed by the Vietnamese Ministry  of Economy, Trade and Investment (METI).

Cluster to cluster cooperation opportunities and potential interest from European clusters and SMEs

Some inter-clustering initiatives have already taken place: An EU-ASEAN cluster matchmaking event was organised by the DG Growth in Milan in 2015.

ASEAN is also a target for some of the ESCP-4i in the field of natural resource efficiency and agrifood for example. Some clusters have implemented agreements with local clusters such as the French Pole Systematic in Vietnam.

Many EU support services for clusters and their members (incl. SMEs) exist at an ASEAN level (see key organisations).  EEN is represented, with contact points in Indonesia, Vietnam and Singapore.Read less.
